States have the option of cost sharing for some Older Americans Act programming. Cost sharing usually involves a sliding scale so that programs are still accessible for low-income seniors. Area Agencies on Aging were created by the Older Americans Act as part of the national network of service providers for the elderly. They are locally based organizations charged with helping vulnerable older adults live with independence in their homes and communities.
