Some animals are brought to shelters by owners who cannot care for them. Others are rescued from abuse or neglect. Stray or lost animals may be brought to shelters by the general public or animal control agencies.
Some shelters have a firm no-kill policy and will strive to find homes for every animal they receive. Generally, any member of the public may adopt a pet from an Animal Shelter. Some Animal Shelters will first screen or interview an individual in order to assess their suitability as a pet owner.
