Some animals are brought to shelters by owners who cannot care for them. Others are rescued from abuse or neglect. Stray or lost animals may be brought to shelters by the general public or animal control agencies.
Some shelters have a firm no-kill policy and will strive to find homes for every animal they receive. Due to limited space and resources, other shelters may have to euthanize certain animals that are less suitable for adoption because of health or behavioral issues.
